Xi Jinping used this phrase during his speech at the 23rd St. Petersburg International Economic Forum on June 7th 2019.
The phrase originates from a scholarly article《格言联璧·学问篇》written by Qing Dynasty scholar 金缨 Jīn yīng; it describes the limitless power of ambition and its ability to allow one to overcome difficulty in order to achieve their goal.
